Policy tools are fundamental for the government in allocating social resources.These tools hold symbolic and practical importance,guiding the concepts and behavioral expectations of government organizations,social groups,and individuals.The formulation of ideological and political policies is central to the construction of the ideological and political system,the transmission of national ideology to social ideology,and contributing to the development of a socialist education system with Chinese characteristics.The development of political policies stems from the practical implementation of educational policies,incorporating the discourse of the Party's educational ideology,policies,and practices encompassing fundamental aspects like values,consistency,practicality,and dynamism.Since the founding of the People's Republic of China,the production of ideological and political policies has three developmental stages:exploration,reform and transformation,and innovation,illustrating a progression of"four turns","three layers",and"two leaps".Through historical process of formulating educational policies,it is evident that the education curriculum reflects the socialist essence of orientation.It consistently addresses the ideological contradictions in course construction,and upholds Marxism and the latest advancements in Chinese education theory.By deepening the practical guidance of the"three laws"and maintaining a focus on the fundamental value of prioritizing,the concept of"five guidance"effectively demonstrates the underlying rationale for changes in education policy.Furthermore,this sets a positive trajectory for the future direction of policy development in the new era.
