The Governance of the Mountainous Region in the Southern of Huguang in the Mid-Late Ming Dynasty:Centered on the Establishment of Jiahe County and Xintian County
In Mid-late Ming Dynasty,the Nanling Mountain became troubled region for its special ter-rain and location.The Ming government took diverse measures to against the turmoil,including established new counties.However,there were quite different measures between the eastern and western regions in the Nanling Mountain when local government established new counties.In the eastern region,there were more than ten counties that had successively established since the Zhengde period(正德年间).While there were only Jiahe county(嘉禾县)and Xintian county(新田县)were established in the southern Huguang prov-ince at the end of Chongzhen period(崇祯年间).This paper researches on the establishment process of Jia-he county and Xintian county,and concludes that the reason for the differences in counties'establishment could be attributed to the diverse governance effects for governors.In conclusion,established new counties was significant measures to against turmoil,which was not only indicated the adjustment of basic administra-tive division,but also closely related to the establishment and adjustment of high-level officials.
