在民国初年的实业借款背景之下,汉冶萍公司与日本签订了1500万日元大借款,鄂省官绅为维护地方利权,与有利益关联的其他省份共同掀起了反对风潮,并积极筹划挽救之策与善后办法.汉冶萍公司则坚决抵制地方官绅的反对行为,坚持公司为商办性质,借款当商借商还,采取多种应对措施力促借款案生效.地方官绅的反对借款实质上体现了民初时局中地方势力对实业利权的争夺与维护.而在此次风潮中,报刊舆论充当了扩大事件影响的催化剂.
Abstract
In a wave of industrial loans in the early Republic of China period,the Hanyeping Company signed 15-million-yen loan agreements with Japan.To protect local interests,officials and gentry in Hubei and stakeholders in other provinces boycotted the loan and proposed remedial measures.However,the Hanyeping Company firmly insisted on the company's commercial nature and that the loans should be granted and repaid by commercial rules.It thus made efforts to make the loan effective.The opposition from local officials and gentry essentially reflected the local authorities'vying for industrial rights in the early Republic of China period.Moreover,in the Hanyeping case,public opinions in newspapers catalysed its impact.
