The compilation of Jiangxi General Annals was one of the most important cultural projects for Liu Kunyi,then Jiangxi's governor and a key member of the Hunan army.During the compilation process,Li Wentian,the provincial administrator of cultural and educational affairs,tried to reward the local gentry to raise a personal reputation.Liu objected to Li's approach invited Zhao Zhiqian to join this work and fully supported him in"the struggle between scholars from Jiangxi and those from other provinces".It took seven years to complete the compilation.By controlling the personnel of compilation,Liu not only proved his ability to lead great cultural undertakings,but also demonstrated his control over the situation.The compilation work has never deviated from his basic ideas,which ensured that the legitimacy of the Hunan Army Group and Liu's personal power were constructed in the book which was endorsed by the highest state power.
