清末巢湖帮南下进入江浙地区,从而加重了当地的"枭患".为清剿江浙巢湖帮,朝廷谕令苏、浙两省通力合作以期肃清巢湖帮.但在具体的"剿枭"过程中,浙抚张曾敭与苏抚陈夔龙却存在较大分歧.在浙西盐捕统领人选上,张曾敭力主江宁候补道徐赓陛接统,陈夔龙则倾向于苏省飞划营统领郎桂林,双方就浙西缉捕之权展开了争夺.在江督端方的协调下,张曾敭顺利让徐赓陛接统.不过徐赓陛激进的治枭手段引发了大帮"枭匪"戕勇事件,并进一步激化了张曾敭与陈夔龙的矛盾,致使双方最终不欢而散.国家清史编纂委员会图书馆所藏的端方档案深度揭示了苏、浙巡抚之间的矛盾纠葛和畛域之见,同时也折射出同省督抚、隔省巡抚之间的合作与竞争关系.
Abstract
In the end of the Qing dynasty,the Chaohu Gang(Chaohubang)migrated southward into the Jiangsu and Zhejiang provinces,thereby exacerbating the local troubles.To eliminate the Chaohu Gang in Jiangsu and Zhejiang,the imperial court asked the two provinces to work together.However,in the specific process of suppressing bandits,there were significant disagreements between the Zhejiang governor Zhang Cengyang and the Jiangsu governor Chen Kuilong.In terms of the commander candidate for catching illicit salt trade in western Zhejiang,Zhang Cengyang strongly supported Xu Gengbi,the alternate governor of Jiangning,to take over,while Chen Kuilong preferred Lang Guilin,the commander of the Feihua Battalion in Jiangsu province.The two sides engaged in a dispute over the right to arrest those engaged in illegal salt trade in western Zhejiang.Under the coordination of Duanfang,the government general of Jinagsu province,Zhang Cengyang successfully arranged for Xu Gengbi to take over the power,whose radical measures on keeping local troubles under control triggered a large group of gangsters to fight among themselves,which further intensified the conflict between Zhang Cengyang and Chen Kuilong,resulting in both parties on bad terms.The Duanfang archives,housed in the library of the National Qing History Compilation Committee,deeply reveal the contradictions,entanglements,and regional views between the governors of Jiangsu and Zhejiang provinces,but also reflect the cooperation and competition between the provincial governors.
