Mechanism and Realization Path of New Quality Productive Forces Promoting the Integrated Urban-Rural Development
The integrated urban-rural development is an inevitable requirement of Chinese modernization,and an important means of enhancing the coordination of China's economy,promoting the domestic macro-circulation and realizing high-quality development.The development of new quality productive forces is an intrinsic requirement and an important focus for promoting high-quality development,and new quality productive forces driven by science and technology innovation is a key option for promoting the integrated urban-rural development.At present,the integrated urban-rural development in China is still facing such difficulties as the inadequacy of relevant mechanisms,many obstacles to factor mobility,insufficient impetus for integrated development,unbalanced supply of public resources,a wide gap in residents'incomes,and relatively slow development of rural industrial integration.As an important engine for promoting the integrated urban-rural development,a power support for accelerating the circulation of urban and rural elements,and a core kinetic energy for driving industrial transformation and upgrading,the new quality productive forces provide a new opportunity for promoting the integrated urban-rural development.First,we should further deepen reform in such crucial fields as the household registration system,land system,and financial system,break through the institutional barriers that constrains the integrated urban-rural development,construct the scientific,rational,and coordinated planing and leading mechanism,build and perfect the unified urban and rural market system,and improve the urban and rural development mechanism.Second,we should promote the mobility of new workforce,strengthen technology transmission,promote information sharing,improve the flow efficiency of new workforce and new means of labor,reduce the barrier against the flow of elements among urban and rural areas,and optimize the distribution of factors of production.Third,we should strengthen the intellectual construction of infrastructure in urban and rural areas,promote the equalization of public services in urban and rural areas,and promote the diversified supply and digitalized service.And fourth,we should make innovation in industrial development pattern,drive the alignment of urban and rural industries,and promote the coordinated development.
