Research on the Logic,Obstacle and Path of the Security Development of China's Industrial Chain and Supply Chain
The third plenary session of the the 20th Central Committee of the Communist Party of China stressed the need to improve the resilience of the industrial chain and supply chain and build the security institution to make industrial chain and supply chain independent,controllable and reliable.In this context,the study of the logic,obstacles and paths of China's industrial chain supply chain security development can provide an important theoretical basis for the realization of China's industrial chain supply chain security development.First of all,the authors analyze the logic of the development of industrial chain and supply chain security,that is,to achieve industrial chain and supply chain security,it is necessary to ensure the security of main elements and structural elements.Then,eight typical enterprises in four key industries,including bulk raw materials,large-scale manufacturing,high and new technology,and productive services,are selected for multi-case studies.Based on the security logic of main elements and structural elements,the security barriers of the industrial chain and supply chain of China's key industries are identified.Furthermore,the authors construct the development path of industrial chain and supply chain security,including maintenance path and step path.The maintenance path emphasizes the development from two perspectives:main element and structural element.The step path emphasizes social guidance,technology drive and system assistance as the core elements.Finally,in order to realize the effective implementation of maintenance path and step path,the authors put forward specific suggestions respectively:for the maintenance path,China needs to start the resilience strategy design of China's important industrial chain supply chain and improve the local industrial chain supply chain security early warning mechanism;and for the step path,China needs to support local enterprises to deeply participate in the reconstruction of the global industrial chain and supply chain through industrial clusters and the construction of industrial information service system,accelerate the breakthrough of the key core technologies of the industrial chain and supply chain through the reform of the scientific and technological innovation system,and promote the industrial chain and supply chain to increase the demand vitality through the construction of a unified national market.
