数字生态赋能农业新质生产力培育的制度组态——基于必要条件分析法与动态定性比较分析法

在百年未有之大变局下,人类正在迎来以数字技术为代表的新一轮科技革命和产业变革,形成以数字基础、数字政府、数字社会、数字经济、数字能力为内容的数字生态.数字生态不断催生新技术、新产业和新动能,促进新质生产力发展,推动新质生产关系形成.当前,我国农业正面临着传统与现代并存二元结构转型升级关键期,必须充分发挥数字技术破解农业迂回生产分工难和产业组织集聚难的作用,以数字生态及与之相适配的制度组态推动农业新质生产力衍生与发展.基于此,以全国统一大市场建设为契机,运用生产力与生产关系的辩证关系原理,构建制度组态、数字生态与农业新质生产力培育的理论机制,综合运用必要条件分析法与动态定性比较分析法,利用我国30个省份(不包括西藏和港澳台地区)2019-2022年面板数据进行案例分析.定性比较分析法的单个必要性分析表明,数字生态要素的有效协同是培育高农业新质生产力的必要条件;必要条件分析表明,低数字能力与低数字经济制约农业新质生产力的培育;定性比较分析的条件组态充分性分析表明,培育农业新质生产力必须依靠数字生态要素及其匹配制度要素的有效组合,实施政府主导型、政府-市场双轮驱动型和政府-市场-社会三轮驱动型的组态路径.进一步加快农业新质生产力发展,应充分发挥全国统一大市场建设的数字化赋能作用,因地制宜选择农业新质生产力培育的组态路径,着力推动工业颠覆性技术在农业领域的广泛应用,大力加强农业数字化与数字化农业创新能力建设,全面深化以新质生产关系为导向的农业体制改革.
Research on the Institutional Configuration of Digital Ecology-enabled Cultivation for the New Quality Productive Forces in Agriculture——Based on NCA and Dynamic QCA Analysis
Against the backdrop of the great changes that have not been seen in a hundred years,mankind is ushering in a new round of scientific and technological revolution and industrial change represented by digital technology,forming a digital ecology with digital foundation,digital government,digital society,digital economy and digital capacity as its contents.The digital ecosystem is constantly giving rise to new technologies,new industries and new energies,promoting the development of new quality productive forces and new relations of production.At present,China's agriculture is facing the coexistence of traditional and modern"dual structure"transformation and upgrading of the key period,we must give full play to the role of digital technology to crack the agricultural circuitous production division of labor difficulties and difficulties in industrial organization and agglomeration,which will in turn promotes the new quality of agricultural productivity derivation and development with the help of digital ecology and its matching system configuration.Based on this,taking the construction of a unified national market as an opportunity,applying the principle of dialectical relationship between productivity and production relations,the authors construct the theoretical mechanism of institutional configuration,digital ecology and the cultivation of new quality productive forces in agriculture,comprehensively apply the methods of NCA and dynamic QCA,and utilize the panel data of 30 provinces in China(excluding Tibet,Hong Kong,Macro and Taiwan)from 2019-2022 to carry out a case study.The analysis of the individual necessities of QCA shows that the effective synergy of digital ecological components is a necessary condition for fostering new quality productive forces in high agriculture;NCA analysis shows that low digital capacity and low digital economy constrain the cultivation of new quality productive forces in agriculture;and the QCA conditional grouping sufficiency analysis shows that the cultivation of new quality productive forces in agriculture must rely on an effective combination of digital ecological components and their matching institutional elements,and the implementation of government-led or government-market"two-wheel drive"or government-market-society"three-wheel drive"grouping paths.To further accelerate the development of new quality agricultural productive forces,it is necessary to give full play to the digitally empowered role of the construction of a unified national market,to choose the formation path for the cultivation of new agricultural productivity in accordance with local conditions,to make efforts to promote the widespread application of disruptive industrial technologies in the agricultural sector,to vigorously strengthen the digitization of agriculture and the building of digital agricultural innovation capacity,and to comprehensively deepen the reform of the agricultural system,which is oriented towards new agricultural relations of production.
