摘要

现代民航客机在设计之初就充分考虑了机载设备的冗余备份,允许航空承运人按照MEL在航空器带有不工作设备的情况下继续运行,以提高航空器的使用效率和航班正常性.尽管航空器的这种状态保证处在可以接受的安全水平,但通常都会产生一些运行限制或者带来飞行操作程序的调整.签派员要将运行限制和飞行程序的调整与实际运行的航线进行匹配评估,确保风险识别全面,应对措施得力.本文通过单空调组件保留放行这一事例展开探讨,分析MEL的运行限制,并制定针对性的应对措施,确保运行安全.

Abstract

The redundant backup of aircraft equipment is fully considered at the beginning of the design of modern civil aircraft,allowing the air carrier to continue operation with inoperative aircraft equipment in accordance with MEL and improving the efficiency of aircraft use and the normal operation of the aircraft.Although this state of the aircraft is guaranteed at an acceptable level of safety,it always comes along with some limitations or adjustments of standard operating procedures.The dispatcher should match and evacuate the limitations and adjustments with the actual operating route to ensure the comprehensive risk identification and effective response measures.This article explores a typical case of retaining and releasing the aircraft with single air conditioning pack,analyse the operational limitations and develops targeted measures to ensure the operational safety.
