我国煤系共(伴)生资源综合开发利用存在问题研究

煤炭在我国的化石能源消费结构中占据着重要地位.不断加大煤系共(伴)生的煤层气、关键金属等资源的综合开发力度,使其利用更加科学化、合理化,是提高经济效益和环境效益的有效手段.目前,我国煤系共(伴)生资源开发利用存在理论研究不够,理论体系尚不健全,多矿种联合开发关键工艺技术亟待攻关,一体化勘探开发难度大,全产业链的统一标准与规范匮乏等诸多问题.通过梳理和分析,从健全矿政管理机制,强化源头、过程管控,推动多元化科技创新,完善矿业权管理制度,强化全流程管理体系建设,推进规范与标准体系建设等方面提出了一系列建议.
Study on the Existing Problems in the Comprehensive Development and Utilization of Coal-measure Co-associated Resources in China
Coal occupies an important position in China's fossil energy consumption structure.Continuously increasing the comprehensive development efforts of coalbed methane,key metals,and other resources coexisting with coal measures,making their utilization more scientific and rational,is an effective means to improve economic and environmental benefits.At present,there are many problems in the development and utilization of coal bearing co(associated)resources in China,such as insufficient theoretical research,incomplete theoretical system,urgent need to tackle key technologies for multi mineral joint development,high difficulty in integrated exploration and development,and lack of unified standards and norms throughout the entire industrial chain.By sorting and analyzing,this article proposes a series of suggestions from the aspects of improving the mining management mechanism,strengthening source and process control,promoting diversified technological innovation,improving the mining rights management system,strengthening the construction of the entire process management system,and promoting the construction of norms and standard systems.
