Study on the Evaluation Method of Regional Governance Effectiveness Based on Fuzzy Comprehensive Evaluation Method
Regional governance technology has been widely applied in the reinforcement of deep coal seam floor aquiclude in North China coalfield.The evaluation of governance effectiveness mainly adopts the method of water inrush coefficient,without considering the quality of governance engineering.Four primary evaluation indicators and 15 secondary evaluation indicators for governance effectiveness evaluation were established using the nine division method,and a fuzzy comprehensive discrimination level standard for governance effectiveness evaluation was provided.A value greater than or equal to 0.63 is considered qualified,and a value less than 0.63 is considered unqualified.The evaluation method was applied to evaluate the effectiveness of deep regional exploration and control of Ordovician limestone within 980m depth of Xingdong Mine.The comprehensive evaluation level M was 0.947,which was qualified and consistent with the actual observation results of mine water yield.
