Analysis on allocation of chronic disease prevention and control resources in national demonstration and non-demonstration areas for comprehensive prevention and control of chronic diseases in 2020
Objective To compare and analyze the allocation of chronic disease prevention and control resources between national demonstration zones for comprehensive prevention and control of chronic diseases(referred to as"the demonstration area")and non-demonstration area,and provide the basis for rational allocation of chronic disease prevention and control resources and promoting the construction of demonstration area.Methods In December 2021,the nationwide investigation on the allocation of chronic disease prevention and control resources in districts and counties of China in 2020was conducted.The investigation was performed with the questionnaire on the allocation of chronic disease prevention and control resources at the district and county level.The questionnaire investigation was conducted on line with National Chronic Disease Comprehensive Prevention and Control Demonstration Area Management Information System.The allocation of 6 resources(manpower,financial resources,material resources,information,technology and policy)in the demonstration areas and non-demonstration areas was analyzed.The investigation of 664 districts(counties)was completed,including 480 demonstration zones and 184 non-demonstration zones.Wilcoxon rank sum test and x2 test were used to analyze the data,the used software was SAS 9.4.Results In the demonstration area,the number median of professional and technical personnel for chronic disease prevention and control was 5 persons,and the proportion of chronic disease prevention and control funds in the total funds of Center for Disease Control and Prevention(CDC)was 11.00%;which were significantly higher than those(4 persons and 7.00%)in non-demonstration area;in addition to the health supermarket,the allocation number of healthy supporting environments in the demonstration area was higher than that in the non-demonstration area.The coverage rates(84.29%,95.54%and 33.76%)of cardiovascular and cerebrovascular monitoring,tumor registration and chronic obstructive pulmonary disease(COPD)monitoring were significantly higher than those(54.59%,89.01%and 20.33%)in non-demonstration area.The coverage rate(78.13%)of risk factor monitoring in the demonstration area was significantly lower than that(92.86%)in the non-demonstration area.The coverage rates in screening and early diagnosis of major cancers,cardiovascular and cerebrovascular diseases,diabetes and COPD in the demonstration area were significantly higher than those in the non-demonstration area.The coverage rates(97.88%,86.84%,98.09%and 99.58%)of integrating the prevention and control of chronic diseases into the government's socio-economic development exhibition planning,formulating a comprehensive plan for chronic disease prevention and control,establishing a multi-departmental liaison system for prevention and control of chronic disease and establishing a leading and coordinating organization for the prevention and control of chronic disease in the demonstration area were significantly higher than those(68.68%,51.10%,63.74%and 65.38%)in the non-demonstration area,P<0.05 or P<0.01.Conclusion The total allocation of chronic disease prevention and control resources in the demonstration area is better than that in the non-demonstration area.It is suggested to fully play the demonstration and leading role of the demonstration area,strengthen the allocation of chronic disease prevention.and control resources,and promote the high-quality development of chronic disease prevention and control.
