工作场所慢性病健康管理评价指标体系构建

目的 构建一套符合中国国情的工作场所慢性病健康管理评价指标体系,为评价工作场所慢性病健康管理效果,预防和控制工作场所慢性病提供依据.方法 使用文献回顾及小组讨论法,构建工作场所慢性病健康管理的评价指标体系框架;使用德尔菲法,邀请专家进行两轮问卷咨询,经界值法筛选同时满足重要性和可获得性界值要求的指标,最后使用层次分析法和比例分配法确定各级指标权重,建立工作场所慢性病健康管理评价指标体系.结果 共邀请18名专家进行两轮专家咨询,问卷有效回收率分别为100%和88.89%.专家权威系数分别为0.86和0.85.两轮指标重要性评分的Kendall's W系数分别为0.22和0.32,可获得性评分的Kendall's W系数分别为0.28和0.44,均有统计学意义(P<0.05),专家意见趋于一致.最终形成4个一级指标、17个二级指标和68个三级指标在内的工作场所慢性病健康管理评价指标体系.组织制度支持、环境建设支持、健康服务技术支持、健康产出与效果4个一级指标的权重分别为0.388 7、0.237 3、0.176 0、0.1979.结论 该研究构建的工作场所慢性病健康管理评价指标体系具有可靠性,对于评价、预防和控制工作场所慢性病健康管理具有一定现实指导意义.
Construction of evaluation indicator system for chronic disease health management in the workplace
Objective To establish a set of evaluation indicator system for chronic disease health management in the workplace in line with China's national conditions,and provide the basis for evaluating the effectiveness of chronic disease health management in the workplace,and for preventing and controlling chronic diseases in the workplace.Methods The literature review and group discussion method were used to construct the framework of evaluation indicator system for chronic disease health management in the workplace.Delphi method was used.The experts were invited to conduct two rounds of questionnaire consultation,the indicators that met the requirements of both importance and accessibility were screened through the boundary value method.Finally,hierarchical analysis and proportion allocation method were used to determine the weight of all levels,and establish the evaluation indicator system for chronic disease health management in the workplace.Results A total of 18 experts were invited to conduct two rounds of expert consultation,and the effective recovery rates of the questionnaires were 100%and 88.89%,respectively.The coefficients of expert authority were 0.86 and 0.85,respectively.Kendall's W coefficients of the two rounds of indicators importance scores were 0.22 and 0.32,respectively;the Kendall's W coefficient of accessibility scores were 0.28 and 0.44,respectively;P<0.05.The opinions of experts converged.Finally,an evaluation index system of chronic disease health management in workplaces(including 4 first-level indicators,17 second-level indicators and 68 third-level indicators)was formed.The weights of 4 first-level indicators(organizational and institutional support,environmental construction support,technical support for health services and health outputs and effects)were 0.388 7,0.237 3,0.176 0 and 0.197 9,respectively.Conclusion The evaluation indicator system of chronic disease health management in the workplace constructed in the study is reliable and has the certain practical guiding significance for the evaluation,prevention and control of chronic disease health management in the workplace.
