"共建共治共享"视域下基层治理模式分析——以甘南藏族自治州X县"网格化+十户联防"为例

建立和完善共建共治共享的社会治理制度,是新时代顺应社会治理新形势、新任务和新挑战的必然选择,以及推进国家治理体系和治理能力现代化的重要方面与必然要求.甘南藏族自治州X县在A街道办事处建立了"网格化+十户联防"的基层治理模式,通过对A街道办事处B村和C社区的田野调查发现,这种基层治理模式之所以有效运行是因为其背后的三个基础:一是由依政府、社会组织、社区居民(农牧民群众)三大治理主体共同参与而形成的多元主体形式;二是依托三维数字化服务中心的技术支撑;三是建立了县综治中心—乡镇(街道)综治中心—村(社区)综治中心—网格指导员—网格长—联户长—联防户的闭环运行机制.这种治理模式背后的逻辑即为共建共治共享理念.
Abstract
Establishing and improving the social governance system of co-building,co-governing and sharing is not only an inevitable choice in the New Era in order to adapt to the new situation,tasks and challenges of social governance,but is also crucial to help modernize the national governance system and reach of the government.X County of Gannan Tibetan Autonomous Prefecture has established a grassroots governance model of"grid+joint defense of ten households"in A Sub-district Office.During our field investigation into the structure of Village B and Community C under the jurisdiction of A Sub-district Office,it was found that this model is built on three hidden foundations:one is the three-pronged entity formed by the three key governance entities,comprised of the government,social organizations,and community residents.The second is the community's reliance on the technical support of the 3D digital service center;and the third is the establishment of a closed-loop operational mechanism,comprised of the comprehensive county management and stability maintenance center for the township(known as the sub-district office),the comprehensive management and stability maintenance center for the village(the community it self),the comprehensive management and stability maintenance center for the grid instructor(the grid leader-joint household head)and finally the joint defense households.This model forms the basis of the governance p hilosophy of co-building,co-governing and sharing in the region.
