The Subjective Function and Realization Path of Grass-roots Women's Federation in Rural Governance
Rural grassroots women's federations serve as a bridge and link between the party,the govern-ment and women group,providing social support of rural grassroots power.In the context of the party-led rural governance,it is important to examine the functions and mechanisms of the grassroots women's feder-ations in rural governance from a governance perspective.In terms of governance,the grassroots women's federations are both political and mass organizations,as well as governance and service organizations.The grassroots women's federations have the political and practical need to integrate into the whole process of rural governance,and have a subjective function in rural governance.Their subjective function is deter-mined by the political,advanced and mass nature of the women's federations,as well astheir role as help-er and assistantto the Party.The grassroots women's federations,by virtue of their unique advantages in politics,organization,mobilization,propaganda and mass cohesion,can play the roles of organization and mobilization,service to the public,public sentiment hub and consultation and deliberation in rural gov-ernance,and improve the organization,socialization,service and co-governance of rural governance.Con-structing the subjectivity of grassroots women's federations in rural governance through the"vertical to the bottom"and"horizontal to the edge"of the organizational system and carrying out systematic innovations in the institutional mechanism are feasible paths for women's federations to enhance theirrole in grassroots governance.
