Collective Economic Projects for Alleviating Poverty Turned into Sceneries
Previous studies have noted that some collective economic projects aimed at alleviating poverty existed merely as scenery,but they have yet to systematically explore the causes and impacts of this phe-nomenon.We argue that several factors jointly made poverty-stricken areas difficult to establish collective economic projects with developmental potential.The urgent deadline set to eradicate poverty had led some local authorities to create scenery-like collective economic projects,even though there had indeed been some successful collective economies emerging during the targeted poverty alleviation period.Additional-ly,the methods of examination and acceptance further contributed to the establishment of scenery-like col-lective economic projects in disadvantaged areas,where local governments created miniaturized projects to pass general investigations while diverting resources to build more advanced scenery-like projects to satisfy spot checks from higher authorities.In short,scenery-like collective economic projects built solely to comply with inspections could not serve as drivers of rural development.
