The Generative Logic of the Burden of Township Government in the Process of State Power Construction—Based on the Case Study of Central Shi Town
Clarifying the generation mechanism of the township government's burden is the key to achie-ving effective governance at the grassroots level.However,existing research has not paid enough attention to the logic of the state behind this burden.Based on the theory of state power construction,this paper constructs a theoretical analysis framework to answer this question using a three-tier analysis thinking of state-township government-grassroots masses.Through the case study of Shi Town in Y City,H Province,it is found that,the state significantly intensifies its supervision over township governments through two pathways:the molding of multi-center work mode and the construction of grassroots service-oriented gov-ernment,ensuring the effective realization of state objectives and grassroots demands.However,due to the intensification of the inherent tension between"function strengthening"and"power weakening",the unexpected consequences of increasing the burden on township governments have emerged.This growing burden of township governments indicates that the construction of state power in recent years involves a new round of deep adjustment of the interest relationship among the state,township governments and grassroots.This adjustment follows the basic principle of giving priority to the interests of the state and the grassroots.As a result,under the pressure of dual monitoring of the state and the grassroots,the weak po-sition of the township government is more prominent,and its legitimate interests continue to erode.Future reform of the grass-roots system needs to face up to this problem and seek appropriate solutions.
