Dispersion and Agglomeration:Tension and Balance in the Supply of Basic Public Service in Rural Areas
With the deepening of Chinese path to modernization,the regional distribution of population has taken on new characteristics,and the supply of basic public services in the rural area is facing new challenges. At present,some local practices in promoting the supply of basic public services in rural areas are characterized by rigid equalization,homogenized equalization,standardized equalization and passive equalization. One of the reasons for this is that local policymakers do not have a good understanding of the tensions in the supply of basic public service resources in rural areas. Influenced by regional differences,the compressed nature of rapid modernization,the delayed nature of institutional response to reality and their interactions,there are tensions between the standardization of supply and the specificity of policy im-plementation,the objectivity and subjectivity of equalization,the vertical and horizontal stratification and the effective supply,the fairness and efficiency of supply,the social and economic nature of supply,and the static nature of supply and the dynamics of the policy context. There are tensions between the social and economic aspects of supply,the static nature of supply and the dynamic nature of the policy context. The practical experience of the Wenxi township area in Zhejiang Province,provides useful theoretical in-spiration for balancing the tension in the provision of basic public services in rural areas.
