The undertaking of quantitative research on policy texts is instrumental in discerning how policy systems can effectively facilitate the qualitative advancement of provincial higher education institutions.Employing content analysis,this study constructs a triadic analytical framework encompassing"policy objectives-policy implementing subjects-policy instruments."The paper selects 22 policy documents pertinent to the development of higher education institutions in J Province spanning from 2010 to 2021.Through a multidimensional examination of policy objectives,implementing subjects,and instruments,both in isolation and intersection,the research assesses the current state,characteristics,and distribution of policy provision for the development of provincial higher education institutions.Findings indicate that policy objectives are multifaceted,with a diverse array of policy instruments utilized.However,the level of cooperation among implementing subjects is found to be lacking,and the alignment between instruments and objectives is observed to be tenuous,resulting in an overall efficacy of policy implementation that is less than optimal.Additionally,a disconnect is noted between the preferences of implementing subjects and the policy instruments employed.Future considerations should focus on harmonizing the needs and capabilities of implementing subjects,with an emphasis on the compatibility of provincial policy environments and systemic reforms.Policy instruments should be prioritized,and efforts should be made to enhance the coupling between multiple objectives and a diverse range of implementing subjects,thereby strengthening the effectiveness of the policy framework.
