Research on the Influence of Agricultural and Forestry Colleges'Educational Expenditure Allocation on Talent Training Quality Under the Strategy of Building a Strong Agricultural Powerhouse
Enhancing the efficiency of educational spending and upgrading the caliber of talent cultivation in agriculture and forestry institutions is pivotal for accelerating the development of a robust agricultural sector.An analysis of panel data from 38 public agriculture and forestry colleges in China reveals that these institutions have a relatively low level of per-student expenditure,with a slow growth rate.Additionally,there are pronounced disparities among different types of colleges and across regions.There exists an"inverted U-shaped"nonlinear correlation between per-student educational expenditure and the quality of undergraduate education.The quality of undergraduates in agriculture and forestry colleges,as measured by external evaluations,peaks when per-student educational expenditure reaches 63,000 yuan.The beneficial impact of per-student educational expenditure on the quality of talent training is contingent,in part,on the optimization and harmonization of the expenditure allocation structure.When the proportion of personnel expenditure surpasses 43.1%,the incremental effect of per-student educational expenditure on talent training quality becomes markedly more significant.It is recommended to augment investment in agriculture and forestry higher education,progressively increase per-student educational expenditure,moderately raise the proportion of personnel expenditure,and enhance the efficiency of fund distribution through the implementation of government-supported agricultural talent training programs and the strategic allocation of scholarships and grants,thereby laying a sturdy foundation for a powerful agricultural sector.
