Exploration and Practice of Mortgage Loans for Rural Land Management Right—Based on a Survey of Sihong County,Jiangsu Province
For a long time,financing is difficult in rural areas especially in underdeveloped areas.With the deepening of the reform of the separation of the ownership,contractual,and management right in rural land,releasing rural land management right has become an effective way to promote the appropriate scale of agricultural operation,accelerate the development of mechanized and digital agriculture and promote rural revitalization.This study reviewed the reform process of Sihong county undertaking the national rural land management right mortgage loan pilot project from 2016 to 2022,summarized the main practices and work achievements of Sihong county from the perspective of mechanism construction,government support,value evaluation,loan management,risk disposal,etc.,analyzed the deficiencies from the aspects of financial institutions'participation,subject's willingness to apply for loan,loan financing quota,value evaluation system,etc.,and put forward countermeasures and suggestions from promoting online portfolio loans,strengthening the construction of credit system,improving the value evaluation and collateral disposal,strengthening publicity to create a good financial environment,etc.,so as to guide more scientific and technological inclusive finance"live water"into the countryside,and accelerate the modernization of agriculture and rural areas.
