四川省畜禽养殖业清洁生产评价指标体系研究与应用

现阶段国内尚无畜禽养殖行业的清洁生产评价指标体系.四川省是畜禽养殖大省,建立省级畜禽养殖业清洁生产评价指标体系对于规范和指导四川省畜禽养殖业绿色低碳现代化发展具有重要意义.本研究通过实地调研四川省多家不同畜种规模化养殖场实际清洁生产水平,结合行业特点、产业政策、技术规范、标准等系列要求,构建四川省畜禽养殖业清洁生产评价指标体系框架、确定评价指标基准值、采用层次分析法计算各级指标的权重值,并应用于 7 家畜禽养殖场进行评估验证.结果表明,该指标体系具有前瞻性、指导性、适用性和可操作性,能够真实反映规模化畜禽养殖场的清洁生产水平.基于此,建议通过政府引导、科技创新、示范带动等保障措施,充分挖掘畜禽养殖行业节能、降耗、减排、增效的清洁生产潜力.
Research and Application of Cleaner Production Evaluation Index System for Livestock and Poultry Breeding in Sichuan Province
At present,cleaner production evaluation index system for livestock and poultry breeding has not been systematically studied or officially established in China.Livestock and poultry breeding industry in Sichuan province,which plays a significant role,requires a cleaner production evaluation index system to standardize and guide the green and low-carbon modernization development scientifically and reasonably.Through field research on the actual level of cleaner production of many large-scale livestock farms in Sichuan province,combined with industry characteristics,industrial policies,technical specifications,standards and other series of requirements,this paper constructed the framework of cleaner production evaluation index system,determined the benchmark value of evaluation index,calculated the weight value of indicators at all levels by chromatography analysis,and applied to 7 livestock and poultry farms for evaluation and verification eventually.The results showed that,the index system is forward-looking,instructive,applicable and operable,and can truly reflect the clean production level of large-scale livestock and poultry farms.Based on this,it was recommended to fully tap into the clean production potential of energy conservation,consumption reduction,emission reduction,and efficiency enhancement in the livestock and poultry farming industry through government guidance,technological innovation,demonstration and other guarantee measures.
