Ensuring the stable and safe supply of food and agricultural products is the top priority in building a strong agricultural country. The world environment is complex and changeable, the financial crisis,China-US trade war and the global COVID-19 pandemic affect Chinese food security. The article defined three external shocks as economic fluctuations, external relations and natural disasters, and compared and analyzed the impact of these three external shocks on Chinese food security. In the short term, they cause the fluctuation of food price and trade to some extent, but in the long term, the impact is limited. In terms of response measures, through domestic macro-economic regulation, agricultural subsidy policies, multilateral negotiations, tariff policies, overall coordination at the national level, the adjustment of grain structure, the gradual improvement of early warning mechanism and the continuous improvement of agricultural distribution conditions, the equilibrium of grain market was ensured. In order to ensure Chinese food security,we should optimize the grain supply structure, improve the ability to deal with external emergencies, maintain stable economic and trade relations, and gradually open up new food markets.
