Logic and Experience of Urban-rural Integration Development in Tokyo and the Implications for Shanghai
The integrated development of urban and rural areas is a necessary path for rural revitalization.By combing the evolution of rural development,supporting policies and characteristic development paths in Tokyo,this paper explored how Tokyo has innovated in development concepts,spatial planning,economic development,cultural construction and institutional optimization to establish a multi-dimensional and benign urban-rural relationship to solve the problem of suburban rural development in the metropolis,and accumulated positive and negative experiences in the process,which can provide a mirror for the integrated urban-rural development of the mega-city.The study concluded that Shanghai should accurately understand the law of urban-rural development in metropolis and deeply understand the special characteristics of agriculture and rural areas;correctly grasp the relationship between urban development and rural revitalization,pay attention to the guiding role of planning and policies;incorporate the concept of sustainable development,build a new mechanism of complementary urban-rural linkage development;create a model of revitalization of regional characteristics,shape the ecosystem functions and values.
