Construction and Prospects of Social Security Urban-rural Integration Information System under the Goal of Common Wealth—An Analysis Based on the Unified Registration System in Brazil
The report of the twentieth CPC National Congress put forward new requirements for China's social security system at the new stage of development,that is,a shift from bottom-up to developmental security in order to enhance people's capacity for sustainable development.Conditional cash transfers can effectively improve people's sustainable development ability while alleviating current poverty through conditional constraints,and can better promote the integrated and coordinated development of urban and rural areas by taking the"person"or"family"as the unit,which is a social security tool that can be used as a reference for China.Brazil is the country with the widest coverage of conditional cash transfer programs in the world,and the program relies on the Unified Registration System(URS),which has distinctive features in terms of target identification,review and approval,and return visits.This paper summarized the development history,implementation process,organization and management of Brazil's unified registration system.On this basis,by analyzing the reasons for its success,relevant policy recommendations were put forward in the context of the change of China's social security system,a new way of thinking for breaking down the urban-rural barriers in China's social security work was proposed,and a new way of thinking for narrowing the gap between urban and rural areas was put forward,so as to help to promote the integrated development of social security in urban and rural areas,and help to enrich the practical system for realizing the common prosperity of all people.
