Bottleneck of Land Circulation and Countermeasures under the Separation of Ownership,Contractual,and Management Rights—Based on the Case Study in Fushun County,Sichuan Province
Rural land circulation is the product of China's rural economy development to a certain stage since the new century.The separation of ownership,contractual,and management rights,as a major innovation of China's land system in the new development stage,by encouraging land circulation,it can achieve large-scale agriculture,improve farmers'income and realize rural revitalization.This paper took Fushun county in Sichuan province as an example to make an in-depth analysis of the realistic bottleneck of rural land circulation under the background of the separation of ownership,contractual,and management rights.It was found that the legitimate rights and interests of farmers are easy to be damaged in the implementation of land transfer,the cultivated land force is easy to be destroyed in the process of land transfer,the government and market failures exist in the implementation of land transfer policy,and the concentration of land transfer is difficult under the solidification of traditional ideas.Based on this,we should establish and improve the relevant laws and regulations,build land circulation information exchange platform,highlight the functions of government to strengthen supervision,cultivate modern farmers to improve comprehensive quality policy advice,so as to better promote China's rural land circulation and protect farmers'land rights and interests.
