Impact of Agricultural Insurance on Farmers'Income—Based on Provincial Panel Data from 2013 to 2021
Agricultural insurance as a risk management tool,aims to alleviate farmers'losses from natural disasters and ensure steady income growth.This paper combined the indemnity benefits of agricultural insurance with an analysis of the mechanism of agricultural insurance on farmers'income,and based on the panel data of 30 provinces nationwide(excluding Hong Kong,Macao,Taiwan and Xizang)from 2013 to 2021,measured the level of agricultural insurance development index from three dimensions:insurance coverage density,coverage depth and indemnity benefits,then constructed two-way fixed-effects model for empirical analysis.The results indicate:firstly,due to the lack of scientific pricing and inadequate claims processing,the indemnity benefits of agricultural insurance are insufficient,resulting in the significant negative effect on the farmers'income.Secondly,heterogeneity analysis shows that in the southeastern region delineated by the'Hu Line',agricultural insurance has the significantly negative impact on farmers'income,while this effect is not significant in the northwestern region.Finally,policy suggestions were put forward,including the utilization of internet technology for scientific pricing,strengthening market supervision,standardizing claims processing,and promoting the coordinated development of agricultural insurance markets among regions.
