科技帮扶西部脱贫山区农业产业振兴的实践与思考——以甘肃舟曲和贵州台江科技帮扶实践为例

科技帮扶是以科技支撑现代农业发展.结合国家乡村振兴产业发展政策、产业发展内在规律及趋势,分析科技帮扶甘肃舟曲和贵州台江农业产业发展工作实践、经验和成效,可以为做好西部脱贫山区科技帮扶工作提供政策建议.本研究利用系统分析方法、实地调研、文献研究等方法对科技帮扶西部脱贫山区农业产业发展效果进行分析,结果表明,西部脱贫山区产业发展规划只有在前期进行细致调研论证,充分听取各方面意见和建议,找准科技帮扶和产业发展的突破口,才能更加聚焦,从而精准快速促进产业持续发展;科技帮扶工作应抓好关键环节,即"建基地、做示范、强培训、上项目、抓党建、创政策";产业科技帮扶工作要在前期脱贫攻坚的基础上,注重延伸产业发展链条,确保产业可持续发展;开展科技帮扶工作要充分满足地方政府、农民群众等对产业发展的需求,调动各方积极性.中国农业科学院的科技帮扶工作在西部脱贫山区农业产业振兴中具有不可替代的作用,有必要及时总结科技帮扶取得的经验与不足,坚定信心,提升科技帮扶工作效率,助力西部脱贫山区产业振兴走进国家第一方队,并把经验推广到其他地区.中国农业科学院作为国家"三农"领域战略科技力量在科技帮扶工作中充分发挥了人才优势、技术优势,从全产业链角度开展帮扶工作.中国农业科学院科技帮扶工作是一项系统性工作,要依靠党建抓好科技帮扶队伍建设,要发挥地方的主观能动性,要不断创新.
Practice and Reflection of Science and Technology Assistance on the Revitalization of Agricultural Industry in Western Poverty Alleviation Mountainous Areas——Examples for the Practice of Science and Technology Assistance in Zhouqu of Gansu and Taijiang of
Science and technology assistance supports for the development of modern agriculture with science and technology.Combined with the national industrial development policy of rural revitalization,the internal laws trends of industrial development,the analysis on the practice,experience and effectiveness analysis of science technology assistance in agricultural industrial development in Zhouqu of Gansu province and Taijiang of Guizhou province can provide policy recommendations for effective scientific and technological assistance in poverty-stricken mountainous areas of western China.Through the use of system analysis,field research,and literature review,the study examined the impact of scientific and technological assistance on agricultural industry development in poverty-stricken mountainous areas,the results showed that industrial development planning should be carefully researched and demonstrated in the early stage,policy-makers should consider opinions and suggestions from all aspects in order to find the breakthroughs of technological and industrial sustainable development,scientific and technological support work should grasp the key links,namely,"building bases,making demonstrations,strengthening training,adding new projects,strengthening party building,policy innovation".On the basis of poverty alleviation in the early stage,industrial science and technology assistance work should pay attention to extending the industrial development chain to ensure the sustainable development of the industry.When carrying out scientific and technological assistance work,the staff should fully meet the needs of local government and farmers for industrial development and mobilize the enthusiasm of all parties.The scientific and technological assistance work of Chinese Academy of Agricultural Sciences (CAAS) plays an irreplaceable role in the revitalization of agricultural industry in the poverty-stricken mountainous areas of western China.It is necessary to summarize the experience and provide feedback on shortcomings of scientific and technological assistance in time,in order to have confidence and enhance the efficiency of scientific and technological support,and help revitalize the industries in western poverty-stricken mountainous areas and extend the experience to other regions.CAAS as a strategic scientific and technological pioneer,has fully utilized its talent and technical advantages in scientific and technological support,and carried out assistance from the perspective of the whole industrial chain.The science and technology assistance work of CAAS is a systematic work,this project content not only includes relying on Party building to do a good job in the construction of scientific and technological assistance teams,but also includes giving full play to the subjective initiative of local government and continue to innovate.
