POLICY PRODUCER SUBSIDY,RESPONSE REGIONAL ORIENTATION DIFFERENCE AND SOYBEAN FARMER BEHAVIOR——EVIDENCE FROM 6 CITIES INCLUDED 12 COUNTIES IN JILIN PROVINCE AND SHANDONG PROVINCE
Soybean policy has changed several times in China,and the support policies before the formulation and implementation of the soybean producer subsidy policy have not achieved the desired policy goals,and the soybean producer subsidy policy has achieved initial results.This research aims to deeply explore the heterogeneity of soybean producers' subsidy policy in pilot areas and non-pilot areas,and the regional positioning differences within the same area,the response to farmers' soybean planting behaviors,so as to provide practical references for the improvement of subsequent soybean producer subsidy policies.Farmers are the micro-actors of policy implementation.Based on the survey data of farmers in Jilin province and Shandong province,this paper used the propensity score matching model and the mixed regression model for empirical analysis,and at the same time it used the method of replacing variables to test the robustness of the model results.The implementation of the soybean producer subsidy policy promotes the response of farmers to planting behaviour,the policy pilot area farmers compared to non-policy pilot area farmers soybean planting behaviour response is more positive,and the policy pilot area due to differences in resource endowment,the heterogeneity of soybean planting behaviour of farmers between different regions.In the future,the government's revision of soybean-related policies should focus on the precise implementation of policies,adjusting the price relationship between soybeans and equivalent alternative crops and summarizing experience and promoting them in a timely manner.
