THE BASIC LOGIC,PRACTICAL DILEMMAS AND IMPLEMENTATION PATHS OF REGION-WIDE PROMOTION OF HIGH-STANDARD FARMLAND CONSTRUCTION
This paper analyzes the basic logic,practical dilemmas and implementation paths of region-wide promotion of high-standard farmland construction,with a view to providing references for theoretical research and practical exploration.The method of combining theoretical analysis and field investigation was used for analysis.The research results were showed as follows.(1)The basic logic of region-wide promotion of high-standard farmland construction mainly included element integration,spatial optimization and value enhancement.(2)Currently,promoting the construction of high-standard farmland throughout the region mainly faced five major dilemmas:funding sources,power differences,organizational efficiency,implementation obstacles,and management and protection efficiency.(3)In order to solidly promote the construction of high-standard farmland throughout the region,it was necessary to actively guide financial and social capital investment,actively guided the participation of new business entities,promoted multi-objective collaborative construction based on local conditions,improved organizational coordination mechanism over the whole process,and systematically optimized management and protection after construction.Therefore,promoting high-standard farmland construction throughout the region has richer connotations,more diverse objectives,broader content,and more complex implementation.A comprehensive analysis of the basic logic,practical dilemmas,and implementation paths is conducive to systematically understanding of promoting high-standard farmland construction throughout the region,and improving the guiding role of theoretical research in construction practice.
