习近平生态文明思想指引下的耕地生态补偿机制构建

[目的]在习近平生态文明思想的指引下,构建以补偿标准为核心的长效耕地生态补偿机制,使耕地生态补偿真正进入可操作阶段.[方法]文章通过梳理国内外相关文献,界定耕地生态补偿及其补偿机制的内涵,分析耕地生态补偿机制的构建原则、补偿主体和对象的确定、补偿标准的核算方法、补偿方式、补偿资金管理及来源、补偿机制的运作及保障措施.[结果](1)创新性地构建了省际和省内两个层次相结合的耕地生态补偿机制,特别是探讨了省内农民耕地生态补偿标准弹性区间的确定方法:补偿理论值、补偿现实值.(2)地方政府可以根据区域经济社会发展水平、自身的财政支付能力,在该区间范围内调整补偿标准,使得补偿更为灵活,既能体现耕地生态系统服务价值,又能反映农民的意愿.[结论]省际和省内相结合的耕地生态补偿机制的构建能够实现全方位的耕地生态补偿,有助于促进乡村振兴目标的实现,助推农业生态文明社会的形成.
CONSTRUCTION OF ECOLOGICAL COMPENSATION MECHANISM OF FARMLAND UNDER THE GUIDANCE OF XI JINPING'S THOUGHT ON ECOLOGICAL CIVILIZATION
Under the guidance of Xi Jinping,s Thought on Ecological Civilization,it is of great significance to construct a long-term mechanism of ecological compensation for farmland with the core of compensation standard,so that ecological compensation for farmland really enters the operational stage.The connotation of farmland ecological compensation and its compensation mechanism was defined by combing the relevant literature at home and abroad,and this paper analyzed the construction principle of farmland ecological compensation mechanism,the determination of compensation subject and object,the accounting method of compensation standard,the way of compensation,the management and source of compensation funds,the operation and safeguard measures of compensation mechanism.It innovatively constructed ecological compensation mechanism of farmland which combined the inter-provincial and intra-provincial levels.In particular,it discussed the method of determining the elastic interval of farmland ecological compensation standard for farmers in the province including the realistic value of compensation and the theoretical value of compensation.And local governments could adjust the compensation standard within the area according to the regional economic and social development level,their own financial payment capacity,so as to make the compensation more flexible,which not only reflected the value of farmland ecological service,but also reflected the willingness of farmers.So,it is helpful to promote the realization of the goal of rural revitalization and the construction and formation of agricultural ecological civilization society.
