POTENTIAL EVALUATION AND OBSTACLE DIAGNOSIS OF RURAL REVITALIZATION EMPOWERED BY HIGH-QUALITY DEVELOPMENT OF RURAL TOURISM
The multidimensional objectives of high-quality development of rural tourism(e.g.,economy,society,environment,culture and people's livelihood)are in line with the overall requirements of rural revitalization(e.g.,thriving industries,livable ecology,civilized village style,effective governance and prosperous life).High-quality development of rural tourism is an important engine for rural revitalization.And this research constructed an evaluation index system for the potential of rural revitalization empowered by high-quality development of rural tourism,and analyzed the regional characteristics,dynamic changes and obstacle factors of the potential level of rural revitalization empowered by high-quality development of rural tourism in China by using the entropy weight method,TOPSIS model and obstacle factor diagnosis model.The results showed that the high quality development of rural tourism had a low potential of rural revitalization,and there were great differences between different regions.The development level of the eastern region was generally higher than that of the central and western regions.Compared with the provincial regions,the rural revitalization potential level of the high-quality development of rural tourism in Shanghai,Beijing,Tianjin and other municipalities was at a higher level.The spatial pattern of the high level regions changed from point-like dispersion to agglomeration distribution.The rank of some provinces showed dynamic fluctuation.Therefore,economic dimension,cultural dimension and social dimension are the main obstacle factors of the criterion layer.Among them,the obstacle degree of cultural dimension shows a downward trend,while the obstacle degree of environmental dimension and social dimension shows an upward trend.Environmental governance,green coverage,consumption power of tourist market,industrial scale and residents'consumption level are the main obstacle factors that restrict the indicator layer of rural revitalization potential empowered by high-quality development of rural tourism.
