非正式契约对耕地土壤有机质提增行为的影响

[目的]中国耕地质量下降和土地污染日益严重已是不争的事实,"藏粮于地"战略下保护耕地地力迫在眉睫,探寻农地流转非正式契约对农户耕地质量保护行为的影响具有十分重要的理论价值与现实意义.[方法]文章采用Tobit模型对2017-2018年的地块调查数据样本进行了实证估计.[结果](1)相比短期契约期限,达成农地流转的长期契约期限将提高转入地块的有机肥施用量;相比非正式的人情租流转形态,货币租流转也提高了转入地块的有机肥施用量;(2)在转入地块上签订的流转时间越长,秸秆还田量可能就越大.[结论]地块产权归属越清晰越有利于耕地质量保护.为实现"藏粮于地"战略目标,在未来农地流转契约形式选择中,建议选择货币租流转形态和长期流转契约协议,能够改变农户的"掠夺式经营"模式,促进耕地的营养平衡,保护耕地地力可持续.
AN EMPIRICAL STUDY ON THE EFFECT OF INFORMAL CONTRACT ON ORGANIC MATTER INCREASE IN CULTIVATED LAND
It is an indisputable fact that cultivated land quality is declining and land pollution is becoming more and more serious in China.It is urgent to protect arable land fertility.The purpose of this paper is to explore the impact of different forms of farmland transfer on farmers'cultivated land quality protection behavior.And the Tobit model was used to empirically estimate the land survey data samples from 2017 to 2018.The results were listed as follows.(1)Compared with the short-term contract term,the long-term contract term of agricultural land transfer increased the amount of organic fertilizer applied to the transferred plots;Compared with informal human rent circulation,money rent circulation also increased the amount of organic fertilizer application in the transferred plot.(2)The greater the amount of straw returned to the field may be,the longer the transfer time signed on the land transfer.It concludes that the clearer the ownership of farmland,the better the protection of farmland quality.Based on this,in the selection of farmland transfer form,it is suggested that it should choose the form of currency lease transfer and long-term transfer agreement,which can change the"predatory management"mode of farmers,so as to promote the nutritional balance and protect the sustainable fertility of cultivated land.
