RESEARCH ON THE IMPACT OF ENVIRONMENTAL REGULATION ON THE PRO-ENVIRONMENTAL BEHAVIOUR OF DAIRY FARMERS——BASED ON THE SURVEY DATA FROM HEILONGJIANG
This paper aims to test the effect of environmental regulation on the pro-environmental behaviors of dairy farmers,analyze the influence mechanism,and explore the real obstacles to the implementation of environmental regulation policies and pro-environmental behaviors.Taking dairy farmers in Heilongjiang province as the survey object,based on measuring the level of pro-environmental behaviors by the entropy power method and using the econometric empirical method,we explored the effects of environmental regulations on the pro-environmental behaviors of dairy farmers and the influencing mechanism.The results showed that environmental regulation positively affected dairy farmers'pro-environmental behavior with a single threshold effect.Perceived economic value and perceived ecological value played a mediating role in the relationship between environmental regulations and dairy farmers'pro-environmental behavior.Normative and cultural village rules and regulations negatively moderated the relationship between environmental regulations and dairy farmers'pro-environmental behavior.In summary,incentive-based environmental regulation promotes the implementation of pro-environmental behaviors by dairy farmers more significantly than constraint-based environmental regulation.The impact of environmental regulation has a non-linear character and diminishes as the degree of embeddedness of socialized services increases.The effect of environmental regulations on dairy farmers'pro-environmental behavior was partly realized through perceived value.Village rules and regulations can substitute for environmental regulations to some extent in promoting pro-environmental behaviors.
