In order to solve the contradiction between the structural changes of labor force and the demand of economic and social development under current population situation and the trend of family development in China,it is necessary to adjust the design concept and operation logic of policy and enhance the inclusiveness of childbirth policy.The changing population situation,diversified fertility prospects,the relevance of fertility issues and the transformation of the implementation logic of childbirth policy are prerequisites and foundations for enhancing the inclusiveness of childbirth policy in the new era.At the current stage,the key work and breakthrough direction of enhancing its inclusiveness mainly focus on the application of assisted reproductive technology and the fertility of single woman,the disabled and non-marital cohabitation.The path to enhance its in-clusiveness in the new era includes the enrichment of its cognitive dimension,the exploration of its implementation strategy and the improvement of its practical awareness.
