Research on Resource Utilization Efficiency of China's Elderly Care Institutions and Community Elderly Care Service Institutions:Empirical Analysis Based on DEA-Malmquist Productivity Index Model
With the intensification of population aging and the increase of elderly people,the problem of resource utilization ef-ficiency of elderly care institutions in China has attracted much attention.On the one hand there is a shortage of beds in public elderly care institutions,but on the other hand private ones are too expensive to be made full use.This contradiction leads to a low rate of resource utilization efficiency of elderly care institutions.In response to the problem of imbalanced distribution and development of supply factors of these institutions,it is of great significance to evaluate their utilization efficiency in various provinces for the optimization of their resource allocation.With the adoption of relevant data from China Civil Affairs'Statistical Yearbook from 2016 to 2020 and the empirical analysis method of DEA-Malmquist,this article selects relevant indicators to cal-culate resource utilization efficiency of elderly care institutions that provide accommodations from 2016 to 2020 and community elderly care service institutions from 2016 to 2018.There are differences in resource utilization efficiency between elderly care institutions and community ones in various provinces of China,which results in the problems of over-investment and insufficient output.Therefore,China should improve the industrial development pattern,enhance the efficiency of elderly care service supply,break down administrative barriers in the field of consumer market supervision,build unified national market,improve the quality of elderly service,strengthen the development of professional talents,establish a sound social security system,and improve the cross-provincial settlement mechanism of medical insurance.
