Russian Economy in the Process of Institutional Transformation:Extensive Discussion and Related Solutions before Transformation
In 1990,before the collapse of the Soviet Union,various political factions of the Soviet Union proposed nu-merous proposals and plans on the ways and policies for economic institutional transformation and engaged in fierce debates and struggles.These debates involved major issues such as how should socialist countries carry out eco-nomic institutional transformation,what kind of social system should be established,and whether to promote insti-tutional transformation within the existing framework or carry out fundamental reform.These debates and proposals related to institutional transformation during this period provided public and theoretical support for the implemen-tation of radical reform known as"shock therapy"after Yeltsin became the President of the Russian Federation.
