共建"一带一路"促进了全方位多领域的互联互通,而设施联通是共建"一带一路"的优先领域,铁路建设是设施联通的关键一环."一带一路"视域下的中国铁路外交,经历了准备期、初始期和加速期三个时期,包括战略援建型、战略投资型和战略互动型三类项目,在理念、机制和方法三个层面上都有所创新.中国在"一带一路"框架下推进铁路外交,为沿线国家带来了新的发展机遇,也深化了与沿线国家的战略互信.铁路外交承载着中国通过"一带一路"联通世界的愿景,谱写了构建人类命运共同体的精彩篇章.
Abstract
The joint development of the Belt and Road Initiative has promoted all-round and multi-field connectivity.With facil-ity connectivity as a priority area of the joint development of the Initiative,railway construction is actually its key link.China's railway diplomacy from the perspective of the Initiative has gone through the preparation period,the initial period and the accel-eration period,including three types of projects of strategic assistance,strategic investment and strategic interaction.It has been innovative in three aspects:concept,mechanism and methodology.China has promoted railway diplomacy under the framework of the Initiative,which has brought new development opportunities to the countries along the Belt and Road,and also deepened strategic mutual trust between China and them.China's Railway diplomacy carries the vision of connecting the world through the Initiative and has written a wonderful chapter in building a human community with a shared future.
