摘要
2023 年发布新修订的《干部教育培训工作条例》,是党中央从治党治国全局的高度对干部教育培训工作作出的重大决策部署.这是一部为建设高素质干部队伍而制定的党内法规.学习贯彻《条例》,做好新时代干部教育培训工作,必须深刻把握其全局性和战略性,助力以中国式现代化全面推进强国建设、民族复兴伟业;把握其先导性和基础性,努力培养造就高素质干部队伍;把握其规律性,建立健全干部教育培训内容体系;把握其创新性,坚持理论联系实际、学思用贯通;把握其规范性和严格性,坚持全面从严治校、治教、治学;把握其全面性和完整性,坚持培训对象分类分级、全面覆盖;把握其权威性和统一性,坚持于法周延、于事有效.深刻认识和准确把握干部教育培训在新时代的角色定位、使命责任和价值目标,是我们学习贯彻《条例》的切入点.
Abstract
The newly revised Regulation on Leadership Education and Training in 2023 is an internal Party regulation formulated for cultivating high-quality officials.We should deeply grasp its overall and strategic nature and help comprehensively promote the building of a strong country and the great cause of national rejuvenation through Chinese path to modernization;grasp its leading and fundamental nature and strive to cultivate high-quality officials;grasp its regularity and establish a sound content sys-tem for leadership education and training;grasp its innovative nature and adhere to combining theory with practice and integrat-ing learning,thinking and application;grasp its normative nature and adhere to comprehensive and strict governance of schools,teaching and research;grasp its comprehensiveness and completeness and adhere to the classification and grading of training objects with total coverage;and grasp its authority and uniformity and adhere to the adequacy of law and effectiveness to issues.Profoundly understanding and accurate grasp of the role,orientation,mission,responsibility,value and goals of leadership educa-tion and training in the new era is the high ground and entry point to learn and implement the Regulation.
