摘要
党的十八大以来,习近平总书记围绕党对人大工作领导作了许多重要论述,提出了一系列新观点新论断新要求.其中,"硬核"论断、核心观点主要为:党的全面领导是人大工作的最高政治原则,即"最高原则论";党的领导支持和保证人民当家作主,即"支持保证论";必须把党的领导贯穿于人大工作各方面全过程,即"贯穿全程论";必须完善和落实党领导人大工作的制度机制,即"制度完善论".此"四论"分别阐明了党领导人大工作的理论基础、价值取向、实践遵循、发展效能,并与"保护带"层面的次级、三级观点相结合,构成一个内涵丰富、逻辑严密的整体,是为习近平总书记关于党对人大工作领导重要论述的理论体系.
Abstract
Since the 18th National Congress of the CPC,General Secretary Xi Jinping has made important remarks on the Party's leadership over the work of people's congresses and put forward a series of new viewpoints,judgments and requirements.Among them,the"hardcore"judgments and central viewpoints are:the Party's overall leadership is the highest political principle of the work of people's congresses(viewpoint of the highest principle);the Party's leadership supports and ensures that the people run the country(viewpoint of support guarantee);we must integrate the Party's leadership throughout the entire process of the work of people's congresses(viewpoint of whole-process integration);and we must improve and implement the institutional mecha-nism of the Party's leadership over the work of people's congresses(viewpoint of institutional improvement).These"four view-points"clarify theoretical basis,value orientation,practice guidance and development effectiveness of the Party's leadership over the work of people's congresses respectively,and form a logically rigorous whole with rich contents by combining the secondary and tertiary viewpoints at the level of"protection belt".
