1949-1952年湖北省干部培训的历史考察与经验启示

新中国成立初期,作为新解放区的湖北省在干部的需求与供给方面存在明显失衡,对干部进行大规模的培训刻不容缓.为此,湖北省确立了干部工作路线和培训方针,制订并适时调整干部培训计划,采用开办干部学校、短期训练班、干部业余文化补习学校(班)等多种方式对干部进行分级分类培训,以迅速解决干部队伍的数量不足与质量不高等问题.通过对干部的大规模培训,湖北省提升了干部队伍素质,增强了党的执政能力,完成了各项中心工作,推进了社会发展;同时,在坚定干部培训方向、明确干部培训目标、创新干部培训手段、完善干部培训管理等方面凝聚了湖北智慧,为后续的干部教育培训积累了宝贵经验.
Historical Investigation and Experiential Inspiration of Leadership Training in Hubei Province from 1949 to 1952
In the early years of the PRC,Hubei Province established a leadership line and training policy,formulated and adjusted leadership training plan and scale timely,and adopted various methods such as opening leadership schools,short-term training programs and amateur cultural tutoring schools(classes)to train officials graded and classified for quickly solving the problem of insufficient quantity and low quality of officials.Through large-scale leadership training,Hubei Province improved the quality of officials,enhanced their governance capacity,completed various central tasks and promoted social development.Meanwhile,Hubei wisdom had been consolidated in the aspects of firmly establishing the direction of leadership training,clarifying its objec-tives,innovating its methods and improving its management with the accumulation of a set of effective and valuable experience for subsequent leadership training.
