外文摘要：The president responsibility system under the leadership of the Party Committee is the core of the modern university system with Chinese characteristics and the foundation of the internal governance structure framework of universities.In the context of China's education modernization,in this article the author deeply studies the policy basis of the president responsibility system under the leadership of the Party Committee,explains its great contemporary significance and theoretical basis,and strongly argues that we should take strengthening political construction as the primary task,strengthening the supervision of important links as an important institutional design,strengthening the communication between the Party and the president as an important coupling agent,and strengthening supervision and inspection as an important governance relief method,and further continuously and deeply promote the implementation of the institutional design of the president responsibility system under the leadership of the Party Committee.
