党委领导下的校长负责制是中国特色现代大学制度的核心内容,是高校内部治理结构框架的基础,在中国式教育现代化视域下,深入研究党委领导下的校长负责制的政策依据,阐释其重大时代意义和理论依据,以加强政治建设为首要任务,以加强重要环节监管为重要制度设计,以加强党政沟通为重要耦合剂,以加强督查检查为重要治理救济方式,持续深入推动党委领导下的校长负责制落地落实.
Abstract
The president responsibility system under the leadership of the Party Committee is the core of the modern university system with Chinese characteristics and the foundation of the internal governance structure framework of universities.In the context of China's education modernization,in this article the author deeply studies the policy basis of the president responsibility system under the leadership of the Party Committee,explains its great contemporary significance and theoretical basis,and strongly argues that we should take strengthening political construction as the primary task,strengthening the supervision of important links as an important institutional design,strengthening the communication between the Party and the president as an important coupling agent,and strengthening supervision and inspection as an important governance relief method,and further continuously and deeply promote the implementation of the institutional design of the president responsibility system under the leadership of the Party Committee.
