概念验证是针对创新概念、基础研究成果,为降低其转化风险和不确定性,开展理论与技术可行性、市场应用可行性等验证工作,可概括为初始验证、实验室验证、中试与熟化、公司与市场化 4 个验证阶段.研究认为,概念验证分初始验证和转化验证多个环节,由于验证阶段笼统,缺乏强有力的组织,加上着力点不准,导致现阶段国内大学与科研单位的科技成果转化率一直不高,科技对产业支撑作用发挥不足.提出做好分阶段概念验证的体系化组织,需要明确主体,做好初始验证,挖掘原创和颠覆性项目;以实验室验证为抓手,为社会投资提供优质项目源;搭平台建机制,以中试与熟化验证促转化;下好公司化与市场化验证的先手棋.
Phased and systematized concept verification is the key to the transformation of scientific and technological achievements
Proof of Concept refers to the verification of innovative concepts and basic research results,in order to reduce their transformation risks and uncertainties,carry out theoretical and technical feasibility,market application feasibility,and other verification work,improve the value of scientific research results,and attract capital investment in stages.It can be summarized as four verification stages:initial validation,laboratory validation,pilot and maturation,and company and marketization.Due to the vague stage,lack of strong organization,and inaccurate focus,the conversion rate of scientific and technological achievements in domestic universities and research institutions has always been low,and the role of technology in supporting the industry is insufficient.To establish a systematic organization for phased concept validation,it is necessary to clarify the main body,conduct initial validation,and explore original and disruptive projects;Using laboratory validation as a starting point to provide high-quality project sources for social investment;Build a platform and mechanism to promote transformation through pilot testing and maturation verification;Be the first to play the game of corporate and market-oriented verification.
