Establishing a long-term care insurance(LTCI)system is an important manifestation of the CPC Central Committee and the State Council actively responding to the aging population,promoting the modernization of the national governance system and governance capacity.At present,LTCI has been piloted for seven years,with both achievements and problems.During the 14th Five Year Plan period,the establishment of LTCI needs to clarify the diverse and complex related relationships from the beginning.It is not necessary to follow the beaten track,but to take the overall picture and plan in advance the connection between LTCI and social security system,the integration between LTCI and social welfare policies,the coordination between LTCI and public service mechanisms.Only in this way can we ensure that the LTCI system that benefits people's livelihoods avoids detours and mistakes.
