Segmented global value chains:The impacts of rules of origin on global value chains in China's FTAs
In this paper,based on several GVC databases at the country-industry level,we use triple difference regressions to analyze the impact of Rules of Origin(RoO)on GVC's position and participation in China's FTAs.The results show that,after the FTAs came into force,RoO significantly inhibited China's position and participation in GVC,particularly within agreements involving developing countries and low-tech industries.RoO mainly inhibits China's position and participation in GVC by restricting the import of high-quality and low-cost products from outside the FTAs.Additionally,RoO that are containing regional value content can significantly enhance China's position and participation in GVC,while Wholly Obtained,Change in Tariff Classification and Specific Technical Requirements have a significant inhibitory effect.This paper has important reference value for in-depth understanding of GVC within a regional context,the entrapment of developing countries in the low end of GVC,and the scientific setting of various rules in the formulation of FTA strategies.
