Specialized,Refined,Differential and Innovative(SRDI)enterprises stand out as star performers among small and medium-sized enterprises(SMEs).Collaborative innovation among them is of paramount significance in enhancing the resilience of industrial chains and elevating the competitiveness of industrial clusters.In recent years,the China's policy of recognizing"SRDI'Small Giant'"enterprises has played a positive motivational role for the recognized enterprises in their own technological innovation.However,to what extent does the Certification Policy affect cooperation among enterprises?There is scarce research addressing this field.The study employs the propensity score matching method and conducts empirical tests using the difference-in-differences model.The research analyzes how the SRDI small giant enterprises certification policy affects SMEs'collaborative innovation from the perspective of signal transmission.The findings reveal that the SRDI small giant enterprises certification policy positively contributes to the enhancement of collaborative innovation capabilities among SMEs.The mechanism lies in the"hat effect"significantly enhancing the effects of capital,talent,and market.Simultaneously,the effectiveness of the policy in enhancing the collaborative innovation capabilities of SMEs is more pronounced in regions with higher levels of intellectual property protection and greater marketization.In theory,this study reveals the mechanism of how the"hat effect"of SRDI enterprises promotes regional collaborative innovation,enriching the theory of regional innovation and industrial capability.In practice,it is recommended that the government continue to enhance the credibility of the SRDI"hat"and encourage collaborative innovation among SMEs.Furthermore,efforts should be made to further enhance the level of marketization in regional economies and optimize the intellectual property protection system.
