Intellectual property security governance in the national innovation system:Historical logic and reform path
This article explains the evolution logic of intellectual property security and clarifies the construction of a national intellectual property security governance system from the perspective of the right to innovation and development,as well as its inherent connection with comprehensive innovation.Based on international experience,it is proposed to establish an intellectual property security governance system that goes beyond"market and private rights",and emphasizes"government and innovation development rights".The system is composed of intellectual property legal system,intellectual property risk prevention,and intellectual property protection policies.Ensuring the right to innovative development,establishing a security governance system for intellectual property,strengthening independent research and development and protection of key core technologies related to national security,properly warning and monitoring various foreign-related intellectual property risks,formulating rules for the extraterritorial application of intellectual property that match the national development stage,and forming legitimate and effective countermeasures,enhancing the overall competitiveness of industrial intellectual property and its ability to resist shocks and threats,will help promote high-quality transformation and development.
