摘要
随着中国经济由高速增长转向高质量发展,以科技创新为核心的全面创新成为推动高质量发展的关键驱动力.知识产权制度体系的完善对支持以科技创新为核心的全面创新起到至关重要的作用.首先,解读知识产权制度体系促进科技全面创新的基本内涵与理论基础.其次,分析支持科技全面创新的知识产权制度体系构建的必要性与可行性.再次,明确支持科技全面创新的知识产权制度体系构建的目标和主要内容.从目标上来说,支持科技全面创新的知识产权制度体系应面向科技革命需求,赋能新质生产力发展,助力国家科技自立自强,提升国家战略科技力量;从主要内容来说,新形势下知识产权制度体系对科技全面创新的作用应从支持高水平自立自强和高质量开放式创新两个层面进行诠释.最后,从构建重点、实施路径和保障措施提出支持科技全面创新的知识产权制度体系构建的相关建议.
Abstract
As China's economy shifts from high-speed growth to high-quality development,comprehensive innovation with scientific and technological innovation as the core has become a key driving force to promote high-quality development.The improvement of the intellectual property system plays a vital role in supporting comprehensive innovation with scientific and technological innovation as the core.Firstly,the basic connotation and theoretical basis of the intellectual property system to promote the comprehensive innovation of science and technology were explained.Secondly,the necessity and feasibility of constructing the intellectual property system to support comprehensive innovation of science and technology were analyzed.Thirdly,the objectives and main contents of establishing an intellectual property system to support comprehensive innovation in science and technology were clarified.In terms of goals,the intellectual property system supporting comprehensive innovation in science and technology should meet the needs of scientific and technological revolution,enable the development of new quality productivity,empower the national scientific and technological self-reliance and self-improvement,and enhance national strategic scientific and technological strength.In terms of main contents,the role of the intellectual property system in comprehensive technological innovation under the new situation should be interpreted from the two aspects:supporting high-level self-reliance and self-improvement and improving high-quality open innovation.Finally,relevant suggestions were put forward to support the intellectual property system from the construction focus,implementation path and safeguard measures,aiming to support the comprehensive innovation of science and technology.
