The Changes,Practical Difficulties and Countermeasure Suggestions of Flexible Employment Policies Based on Text Mining
Flexible employment is an important component in employment field.With the development of economic society,flexible employment market governance policy forms a phased governance model.In order to clarify the evolution logic of flexible employment market and the change of attention of flexible employment policy,426 flexible employment related policy documents from 1995 to 2022 are selected in this paper.Based on the multiple-stream theory,the development stages of flexible employment market are divided,and a flexible employment policy transition model is constructed.In addition,text mining is carried out with Python to verify the accuracy of the policy change model and explore the hidden information of the flexible employment governance model.Finally,the development stages of flexible employment are divided into five stages:germination,expansion,revision,innovation and leap,and a policy change model consisting of three sources and four core policies is constructed.Starting from the dilemma of governance,enterprises,and practitioners,propose a comprehensive employment strategy and accelerate the construction of a flexible employment policy system;To achieve a balance between enterprise constraints and assistance;Encourage the establishment of more training platforms to enhance the skill accumulation of flexible workers;Building an official platform for dynamic monitoring of the flexible employment market,supported by information technologies such as big data.
