How Digital Literacy Affects the Innovative Behavior of Grassroots Civil Servants?
Digital literacy and innovative behavior of grassroots civil servants are important for enhancing the modernization of national governance system and governance capacity.Based on the conservation of resources theory,this study explores the mechanisms and boundary conditions of digital literacy's influence on the innovative behavior of grassroots civil servants.Based on the development of a digital literacy measurement scale for grassroots civil servants,this study analyzed the questionnaire data using a multilevel linear regression model and found that:Digital literacy positively affects the innovative behavior of grassroots civil servants,with innovative self-efficacy playing a partially mediating role;Perceived organizational support positively moderates the relationship between innovative self-efficacy and innovative behavior;The moderating effect of perceived organizational support on the mediating role of innovative self-efficacy in the relationship between digital literacy and innovative behavior is significant.This study suggests that the public sector should make great efforts to cultivate the digital literacy of grassroots civil servants,improve their innovative self-efficacy,and give more support to grassroots civil servants to stimulate their innovative behaviors at work.
